主旨:Heartful compliments
I would like to compliment the Director of the HKO and all officers on duty during the threat of Typhoon Nesat in late September. They have truly committed to scientific data and residents' safety and reacted very promptly and appropriately when considering the issuance of No.8 Southeast Gale or Storm Signal in the early morning of 29 Sep 2011. They have also been prudent in cancelling the signal not right at the time the wind eased off momentarily after noon time, and indeed this has paid off as the local winds strengthened again momentarily at around 3pm generally over HK. If residents are asked to attend to work/school at that time (i.e. cancelling the No.8 Gale or Storm Signal before 4:05pm as many companies have normal office hours until 6:00pm and are required staff to attend work if the Signal is cancelled with 2 or more hours before the end of work), it would be a disaster to the safety of residents and disturbance to society. Therefore, the overall "performance" was actually appreciable and the HKO should continue to make appropriate balance of commitment between science and safety when considering issuing any signal in the future. There is no particular need to care about what the paper press said as they always try to dig out something sensitive to complain with a view to enhancing their popularity.
