  • Senior Management Meeting between Hong Kong Observatory and China Meteorological Administration

  • Thursday, 3rd January 2019

The Administrator of the China Meteorological Administration (CMA), Ms Liu Ya-ming, led a delegation to Hong Kong on 3 to 5 December for a Senior Management Meeting regularly held with the Hong Kong Observatory (HKO).

During the visit of the delegation, the Chief Executive, Mrs Carrie Lam, met with Ms Liu and her delegation on 3 December morning. The Secretary for Commerce and Economic Development, Mr Edward Yau, and the Director of the HKO, Mr Shun Chi-ming, also attended the meeting. The Chief Executive expressed her gratitude to CMA for its support to HKO's work over the years, and she looked forward to strengthened cooperation between CMA and HKO to further enhance the meteorological services in both places.

HKO and CMA signed a Memorandum of Understanding on Technical Cooperation in 1996 and a Technical Cooperation Arrangement ("TCA") in 2001. In accordance with TCA, both sides would host Senior Management Meetings biennially, and the thirteenth meeting was held this year. At the meeting, both sides took stock of the progress of cooperation over the past two years, and recognised the fruitful achievements made in weather forecast and warning, meteorological data sharing, meteorological services, as well as initiatives of international and regional collaboration. Both sides also explored in depth possible room for future cooperation, and agreed to continue with the close collaboration in enhancing meteorological observations, particularly in the areas of typhoon surveillance, adoption of new forecasting technologies, data sharing and training of professional manpower. The discussion laid the broad direction for fostering mutual cooperation for the development of meteorological services in the future.

Ms Liu also attended the "Symposium on Meteorological Development Plan for Guangdong-Hong Kong-Macao Greater Bay Area" during her stay in Hong Kong. Apart from CMA and HKO, the Acting Director of the Macao Meteorological and Geophysical Bureau (SMG), Mr Tang Iu-man, led a delegation to take part in the symposium. To enhance weather monitoring, forecasting and warning services for the Greater Bay Area, CMA proposed formulating a "Meteorological Development Plan for Guangdong-Hong Kong-Macao Greater Bay Area" ("Meteorological Development Plan") to set out the positioning and the targets for the long-term development of meteorological services between the three parties. At the symposium, CMA, HKO and SMG discussed in detail how to take forward the initiatives in the "Meteorological Development Plan". The three parties also agreed to capitalise on their respective strengths in collaborating to advance the relevant work items.
