     STRONG WINDS AND SEV TURB.
II.  SYNOPSIS OF THE WEATHER SITUATION :
     A COLD FRONT IS MOVING ACROSS THE COASTAL AREAS
     OF GUANGDONG GRADUALLY. TROPICAL DEPRESSION
     KIROGI HAS INTENSIFIED INTO A TROPICAL STORM. AT
     10 A.M., KIROGI WAS CENTRED NEAR 11.4 DEGREES
     NORTH, 114.0 DEGREES EAST. IT IS FORECAST TO
     MOVE WEST OR WEST-NORTHWEST AT ABOUT 10 KNOTS IN
     THE GENERAL DIRECTION OF SOUTHERN VIETNAM.
